Cost Analysis: Conner Homes Demonstration Project, Incorporating Proposed Changes to the HUD Mobile Home Construction and Safety Standards

HUD's proposed changes in mobile home construction and safety standards would produce a long-term cost impact of less than $100 per unit. The proposed changes, issued on August 16, 1983, ranged from minor changes to more significant items such as changes to transportation requirements, energy conservation levels, and formaldehyde control. A demonstration project was conducted to verify the estimate of the proposed consumer cost impact previously issued by HUD. The construction of the units took place during the week of November 23, 1983, at the Conner Homes plant in Newport, N.C. The home designs chosen for the demonstration project were identical to designs from Conner's standard model line. Data tables and a figure are included. Extensive appendices list the design changes to meet proposed standards, construction details, material quantities, cost calculations, production time requirements, materials cost impacts, and retail comparisons.
