The report is advice and guidance to the Environmental Protection Agency (EPA) on a plan to allow the private sector to regulate drinking water additives. The report describes the roles and responsibilities of the third party, the testing organization and the EPA. A decision flow chart (tree), decision points, and testing requirements are also included.
