Early State Level Implementation of the Job Training Partnership Act

This phase of the research observed the start-up implementation of the Job Training Partnership Act (JTPA) at the State level in a randomly selected sample of twenty States during the period December 1983 to January 1984. These States were selected to be representative by size as measured by Transition Year (TY) 1984 Title IIA (grants to States for training programs) and III (dislocated worker) program allocations and by region of the country. The emphasis in this report is on organization of JTPA at the State level and on launching of the Title III programs. A later report covers Title IIA and related implementation issues. Additional reports will cover early implementation by local Service Delivery Areas (SDAs) (April 1984); State and SDA TY 1984 program experience (September 1984) and Program Year (PY) 1984 (September 1985).
