Economic Impact of Proposed Regulation R81-19 for Site-Specific Water Pollution Rules Applicable to Citizens Utilities Company Discharge to Lily Cache Creek

This study presents an evaluation of the costs and benefits associated with proposed regulation R81-19 which concerns site specific exemptions from the BOD5, TSS and NH3 standards for Citizens Utilities Company. A direct comparison of total benefits and costs shows a ratio ranging from 16:1 to 26:1.
