Service System Changes in Areas With and Without CMHCs (Community Mental Health Centers): Executive Summary

The report compares changes in the quantity and types of mental health services from 1973 to 1980 in sixty-three catchment areas that established federally funded Community Mental Health Centers (CMHCs) in 1974 and 1975 and sixty-three matched areas that never had federally funded CMHCs. The CMHC areas increased more in additions, availability and accessibility of services, staffing, and expenditures. Very few of the factors hypothesized to be associated with CMHC impact were found significantly related to this contrast.
