Supporting Analysis for Economic Impact Study of Proposed OSHA (Occupational Safety and Health Administration) Section 1936 Standards and Associated Changes

This document represents the final report submitted under the Task Order for an 'Economic Impact Study Concerning the Proposed Revisions to 29 CFR Part 1907.' The title of the Task Order became outdated during this study due to regulatory developments. The 29 CFR Part 1907 was actually eliminated in its entirety and replaced with newly-developed Part 1935 and 1936. Revisions to Part 1910 were also made. This report represents an analysis of the compliance costs and economic impacts associated with these new standards. The OSHA proposal will establish a system for recognizing entities engaged in testing and certification which are deemed competent to test and certify equipment used in the workplace. The regulation implements a system for the evaluation and monitoring of testing facilities and personnel, certification programs and accreditation agencies. The new Part 1935 establishes a system to centralize and standardize acceptable test methods and procedures associated with all OSHA standards requiring testing. The aim of this part is to eliminate the need for incorporation of test methods and procedures by reference, and avoid detailing such items within the OSHA standards. This part does not impose any additional compliance costs, but rather acts as a repository for requirements referenced in other parts of the OSHA standards.
