摘要

The purpose of the study was to identify critical intergovernmental institutional policy bottlenecks and barriers to efficient and economic export transportation operation. Seaports play a key role in the land-maritime intermodal export system. The study examines principal issues inherent to the complex freight transport sector from cargo points-of-origin, to the port and onto the ships. There are three research phases for the study. Phase II has examined the current status of the United States port facilities, the role of ports in international trade, the development and operation of intergovernmental public policy, deregulation, and case studies of the ports of Baltimore, Hampton Roads, New Orleans and Seattle.
