This study gives a description and analysis of central city and suburban changes in employment and population for about 60 major Standard Metropolitan Statistical Areas (SMSA's), with emphasis on the linkages between residential location, employment, and housing. Focusing largely on the 1970's, the study is based mainly on 1980 census data. It is based on the assumption that the behavior of central cities and their suburbs is best understood in the context of the behavior of the entire metropolitan area of which they are part. This behavior depends, in turn, on the behavior of neighboring metropolitan areas in a region. Over time, the behavior of major regions is meaningfully describedin the context of the behavior of the national economy. Thus, central city and suburban net migration to or from areas external to the SMSA behaved in a manner generally consistent with net intrametropolitan movement. Net migration was generally out of central cities and into rings, but several ring areas in the Northeast and North Central regions also had net outmigration.However, some central cities that had net outmigration nevertheless had net inmigration of college graduates, which suggests for many cities that losses of human capital may not be relatively as great as their losses of human beings.Footnotes, data tables, and 22 references are supplied.
