This volume represents the first of several studies done by the Government Finance Research Center of the Municipal Finance Officers Association (MFOA) relating to the financing of public infrastructure and its role in economic development. Its intent is to survey the irregular and complicated landscape of the needs for and financing of public works in this country, especially focusing on the role of state and local governments.
