Communication Probability for the U.S. Coast Guard Digital Selective Calling System in the North Atlantic

The National Telecommunications and Information Administration, Institute for Telecommunication Sciences, has developed a methodology for computing the communication probability using the ionospheric propagation model 'IONCAP' (Teters et al., 1983) to generate a data base of individual ship-to-shore reliabilities. The study provides an analysis of these data for the North Atlantic for specified times of day, seasons, frequencies and solar activity levels to depict expected combined network communications probabilities.
