Emphasis surrounding Navy financial management has been in the area of system improvements. Improvement efforts focus on the need to report more accurate and timely financial data. The approach is the development of standard Navy financial management systems utilizing the latest technological advances automation provides. As a result, automated accounting and financial management systems are designed and developed to meet the standardization requirement with not enough emphasis placed on developing reliable and dependable systems. More emphasis should be placed on the importance of incorporating a structured test and evaluation process during systems development. Testing increases the reliability of a system because of the functional validation and verification exercises. A standard approach is introduced that utilizes management objectives as the criteria for choosing a test methodology. The proposed process can be utilized in future financial system development efforts to enhance the effectiveness and efficiency of future financial systems.
