The rehabilitation and maintenance of low-volume roads is a continuing problem. Surface treatments and then overlays are a costly stopgap repair procedure. Cold, in-place, recycling was used to rehabilitate 17 miles of low-volume roads in Susquehanna County, Pennsylvania, in 1983. The recycling materials and procedures are described in this work as well as the tests performed in the laboratory and in the field. The work was done by county maintenance forces. Unfamiliarity with the process, a tight construction schedule, and problems with mixture design with construction procedures limited the success of the work. Improvement in each of these areas is needed before cold, in-place recycling can become routine. Volume I contains the technical report for the study; Volume II consists of the appendices.
