Long-term pavement performance, which is a major component of the Strategic Highway Research Program, is being addressed by developing a design of experiment which includes the full range of potential factors (subgrade, pavement type, thickness, climate, etc.). Generally, observational data and non-destructive or marginally destructive data will be collected on in-service pavements satisfying the design of experiment. However, in addition to the observational data, a potential need exists for specific response data such as: load-induced deflection and deformation, strain, stress, and pore pressure; environmental factors of temperature, frost and moisture; density and subdrainage. Current experience with instrumentation and data acquisition and handling is reviewed for both flexible and rigid pavement systems. Sources and examples of instrumentation are discussed. Guidelines are presented for instrumentation, including estimates of cost and time for various types of sensors. Examples of existing data collection and handlings systems are given and the framework of a potential data collection system is presented.
