Noise Guidebook: A Reference Document for Implementing the Department of Housing and Urban Development's Noise Policy

This guidebook has been prepared to serve as a basic reference for all HUD field staff who are responsible for implementing the Department's noise policy. Following an overview of the environmental noise problem, key sections of the noise regulation -- 24 CFR 51 B -- are discussed. Noise reduction concepts are explored, and noise attenuation strategies are presented. These include the use of barriers or berms, site design, and accoustical construction.Guidelines are provided for assessing separately the noise produced by airport, highway, and railroad operations, as well as a means for aggregating their combined effect on the overall noise environment at a site. The use of noise measurements also is discussed. A noise assessment guidelines workbook provides charts, tabular data and worksheets. Self-testing materials are provided as well.
