Comprehensive Study of the Veterans Administration's Organization and Procedures for Constructing Health Care Facilities

The purpose of the study is to assess the organization and procedures used by the VA to construct health care facilities. It was initiated as a result of several factors. One of them was the VA's recognition that the need for new facilities is increasing and will continue to increase with the greying of the veteran population and the aging of the current HCF inventory. The second purpose of the study is to look at criticisms that have been aimed at the process itself. Increases in construction activity have already begun to strain available construction resources. As a result, the current process has been criticized both from within and outside the VA for being costly, lengthy, and inflexible.
