Youth Employment and Training Programs: The YEDPA (Youth Employment and Demonstration Projects Act) Years

A panel of experts reviewed reports on Federally-funded youth programs conducted during 1978-81. Limitations on the implementation of both programs and research restricted the amount of useable knowledge produced concerning which types of services were most effective. Nevertheless, the panel concluded that Job Corp was a useful and cost effective means of serving disadvantaged youth, and that the Youth Incentive Entitlement Pilot Program was effective in terms of providing income and work experience for disadvantaged in-school youth. Short-term training in job search techniques had long-term effects in helping youth to form permanent labor market attachments. The panel recommended that future program priority be given to inner-city, minority, high school dropouts and that research be conducted on how to more effectively deliver to them remedial education, skills training and job placement services.
