Development of a Plan to Evaluate the Minority Mental Health Research and Development Centers Program. Executive Summary and Final Report

The project developed a preliminary plan for evaluating the Minority Mental Health Research and Development Centers program. Short site visits were conducted to the four centers that were fully operational during FY 1985 to (1) determine the extent to which the program had been implemented as expected; (2) assess the availability of information to use in measuring performance; and (3) obtain the center Directors' perceptions about the strengths and weaknesses of their centers and the factors that have supported or inhibited implementation of the intended program. The report (1) summarizes the findings from the site visits; (2) presents the preliminary evaluation plan; and (3) discusses the kinds of evaluation information that will be produced when the plan is implemented, the uses of the information and the information's implications for the management, operation, and further evaluation of the program.
