The objectives of this study were to review recent cost of care research on populations at risk of institutionalization; to analyze selected studies in detail as to their findings and methodology; and to synthesize the analyses across population subgroups in relation to relative cost of care, research and methodological issues, and unanswered questions. The three MR/DD population subgroups are the mentally retarded/developmentally disabled; the frail/impaired elderly; and the physically handicapped who are not included in the MR/DD research. The chronically mentally ill cost of care research was not included. Vo lume II is comprised of detailed reviews of each of the 23 studies.
