Budget Justifications and Performance Information: Bureau of Ocean Energy Management, Regulation and Enforcement, Fiscal Year 2012

The Deepwater Horizon blowout and oil spill brought to light serious deficiencies in the regulatory framework for offshore drilling. Over the past several months, we at the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) have worked hard to address these deficiencies and to restore public confidence in oil and gas drilling on the Outer Continental Shelf (OCS). Together with Secretary of the Interior Ken Salazar, we are undertaking the most aggressive and comprehensive reforms of offshore oil and gas regulation and oversight in U.S. history. Through our reforms, we are creating a new culture of safety and a vastly improved regulatory regime. But our success ultimately depends on receiving adequate resources to implement these reforms internally and conducting aggressive oversight to ensure that regulatory requirements old and new are being met by operators. As the Secretary and I have emphasized on numerous occasions, additional resources are absolutely critical if we are to accomplish meaningful and lasting change in the way in which the Department manages the nations offshore energy resources and provides effective oversight.
