Emerging Issues in Export Competition: A Case Study of the Brazilian Market

The report, focusing on Brazil, identifies four restrictive trade practices that can affect export competitivemess in a country experiencing foreign currency shortages and restricting imports: (1) bilateral trade arrangements, (2) countertrade, (3) export financing, and (4) compliance with trade-related industrial policy requirements. GAO believes that the United States may have to develop case-by-case approaches to maintain competitiveness in areas where multilateral rules are not likely to be established in the near future.
