The purpose of this document is to quantify the level of individual risk that may be experienced by persons eating fish and crabs from Commencement Bay. This risk assessment is based on a large volume of monitoring data generated during the summer and fall of 1984 by the Washington State Department of Ecology and its consultants. This effort is hampered by an inability of today's scientific instrumentation to detect very low levels of pollutants, and a basic lack of data on the predictable human health effects of exposure to pollutants. This risk assessment is based on the best available data and utilizes state-of-the-art monitoring data and risk analysis techniques. It is not, however, a perfect representation of the potential effects of eating Commencement Bay fish, because of the limitations discussed above. It is designed to err on the conservative side of protecting health in the Tacoma area.
