The Office of Science and Technology Policy has prepared the document to be used as a framework for regulatory agencies in assessing cancer risks from chemicals. The document does not attempt to formulate policy or develop standardized methods of risk assessment. It tries to define principles, based upon current scientific information, to serve as guidelines in certain matters when considering carcinogens. The present document is the culmination of drafts extensively reviewed by governmental and non-governmental scientists.
