Key Issues Concerning Department of State's New Financial Management Centers

The Department of State is planning to open Financial Management Centers at 20 of the larger overseas posts to provide capabilities locally for accounting, budgeting and disbursing. This change will have an impact on the three regional offices which currently provide certain financial services. State needs to finalize its plans to address key issues and resolve uncertainties affecting regional office operations. There are indications that equipment and personnel problems may adversely affect the Department's goals for the Financial Management Centers, and the costs and benefits of opening and operating the Centers should be reevaluated. GAO is making recommendations to the Secretary of State.
