The Instruction establishes policy, assigns responsibility, and prescribes uniform guidelines for defining and developing procurement lead times used in the determination of requirements for secondary items. Other DoD policy issuances that pertain to the computation of requirements for wholesale level inventories of secondary items are DoD Instructions 4140.24, 4140.39, 4140.42, 4140.47, and 4230.4.
