The purpose of the contract under which the report has been prepared is to document, in a series of case studies, the effective management practices of selected well-managed public housing agencies (PHAs), such that other PHA managers can make assessments, and, where applicable, implement similar practices at their agencies. The series includes eighteen case studies that are presented in volumes addressing six functional categories of public housing operations: Volume 1--procurement and inventory, Volume 2--maintenance and custodial, Volume 3--rental and occupancy, Volume 4--finance and accounting, Volume 5--general administration, Volume 6--security.
