Small-Scale private sector activities that had or could potentially contribute to self-sustaining African development were the focus of the December 1985 quarterly meeting of A.I.D.'s Advisory Committee On Voluntary Foreign Aid (ACVFA). The report reproduces a variety of committee members; views on mechanisms for managing and funding multiple small-scale private voluntary organization (PVO) activities, on operational and program concerns of PVO projects, and on increasing PVO involvement in food for Peace Programs. Some of the major conclusions were that: (1) the umbrella grant mechanism is valuable but should not replace other mechanisms such as the matching grant; (2) PVO's play a critical role as intermediaries; (3) PVO's should maintain a diverse project portfolio, coordinate their activities with the Country Development Strategy Statement, and seek means to improve communications with local PVO's; and (4) there is need to expand the number of agencies involved in food aid delivery on a long-term, sustained basis.
