Based on case studies conducted in Kenya and Indonesia, the use of microcomputers as management tools in the public sectors of developing countries is examined with respect to three key stages of microcomputer adoption: their introduction, use, and institutionalization. The case studies follow the conditions that led to microcomputer use; different microcomputer applications and their correspondent training needs; the acceptance of microcomputers by public officials and/or their response to microcomputers; the possibility of expanded use; the impact microcomputers have on the ministry's operational structure.
