Urban Decision Making for Transportation Investments: Portland's Light Rail Transit System

The report is a detailed case study of the various decisions which led to the investment in Portland, Oregon's light rail transit system. The study reviews the alternatives that were considered, the factors that led to the choices made, and the impacts and secondary effects which the choices triggered. Topics discussed include the withdrawal of the Mount Hood Freeway, the substitution of transit and the options considered, the changing political infrastructure that affected decisionmaking, citizen participation in the process, financing of the system, involvement of the private sector downtown, and the actual building of the light rail line.
