A survey of the General Services Administration's (GSA's) price negotiations for multiple award schedule (MAS) contracts was conducted. The survey centered on two issues: Does GSA follow existing laws and regulations when purchasing common-use goods and services for user agencies. Is GSA obtaining fair and reasonable prices when procuring goods and services.
