Channeling was designed as a rigorous test of comprehensive case management of community care as a way to contain long term care costs while providing adequate care to those in need. Two models of Channeling were tested: (a) basic case management (5 sites) and (b) financial control (5 sites). Overall, the evidence indicates that the expansion of case management and community services does not lead to reduced nursing home placement, hospitalization or mortality. It does yield benefits in the form of increased home care, reduced unmet need and greater life satisfaction for clients and their informal caregivers.
