In March 1991, the U.S. International Trade Commission (Commission) determined that an industry in the United States was being materially injured by reason of imports of fresh Atlantic salmon from Norway that the Department of Commerce (Commerce) had determined to be subsidized and sold in the United States at less than fair value. On April 12, 1991, Commerce issued antidumping and countervailing duty orders on imports of fresh Atlantic salmon from Norway. The Commission reached affirmative determinations in its first five-year reviews of the orders pursuant to section 751(c) of the Act. The Commission also reached affirmative determinations in its second five-year reviews. On January 3, 2011, the Commission instituted these third reviews to determine whether revocation of the orders would likely lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission received responses to the notice of institution from domestic and respondent interested parties. On April 8, 2011, the Commission determined that the domestic and respondent interested party group responses to the notice of institution were adequate and that therefore it would conduct full reviews pursuant to section 751(c)(5) of the Act.
