Implementation of a County-Operated Prepaid Health Plan: A Proposal to Relieve Financial Distress at a Congested Urban Medical Center

The California Department of Health Services and the Los Angeles County (LAC) Medical Center submitted a proposal in response to the Health Care Financing Administration's (HCFA) special grants solicitation for demonstration projects test alternative solutions to problems facing financially troubled hospitals, published in the August 29, 1980, Federal Register. The objective of the project was to relieve the financial distress of the LAC Medical Center through the implementation of cost effective health services delivery system, more efficient management and administrative practices, and by obtaining increased revenue for Medi-Cal ineligible patients.
