Fiscal Year 1986 Research and Technology Program (Department of Housing and Urban Development, Office of Policy Development and Research)

The 1986 program focused on the following: a full spectrum of housing finance issues, and the development of proposals to ensure a sound system of mortgage funding, including improvements in ARMs, strategies to overcome dysfunctions in the secondary mortgage market, and increasing access of mortgages to the capital markets; responses to proposed tax changes based on analysis of their impact on low-income housing, national housing markets, and cities and states; initiatives to improve public housing management and maintenance and the quality of life in public housing; evaluation of the programs authorized by the Housing and Urban-Rural Recovery Act of 1983 (P.L. 98-121); promotion, through the Joint Venture for Affordable Housing, of regulatory strategies to help make housing more affordable; promoting the ability of State and local governments to assess their fiscal and economic conditions by establishing a new urban data base. And evaluating current Federal, State, and local fair housing activities, identifying new strategies to promote fair housing and prevent discrimination.
