The report summarizes the conclusions and recommendations of five studies of the Public Law 480 food aid program--Haiti, Mali, Pakistan, Tunisia and Zambia. The studies stress the process of identification, negotiation, implementation and reporting on the self-help provisions and on the programming and monitoring of local currency use.
