The report explores the application of pavement management techniques to the needs of local governments, including the management of light-type pavements and unpaved surfaces. The document includes six detailed case studies of good road surface management practices and intergovernmental cooperation. Areas described include Thurston County, Washington; Sparks, Nevada; Barstow, California; Clark County, Illinois; Douglas County, Kansas; and Jamestown, New York. The document also includes some general procedures which might be used in priority-setting and establishing agendas for highway maintenance or reconstruction. A number of procedures to reduce cost are introduced, focusing on joint procurement and simular types of intergovernmental or multi-jurisdictional cooperation.
