Metropolitan Comprehensive Care Program: A Health Systems Organization Demonstration

The New York State Department of Social Services submitted a proposal in response to the Health Care Financing Administration's (HCFA) special grants solicitation for demonstration projects to test alternative solutions to problems facing financially troubled hospitals, published in the August 29, 1980 Federal Register. The grant was awarded September 29, 1980. The project was a 5 year grant subject to noncompeting continuation awards negotiated on a yearly basis. The project ended September 30, 1985. The report is a study of the implementation and operation of 'Citycaid', a program to provide health care coverage to the medically indigent. The objective of the project was to insure the continuation of services to meet the health care needs of the East Harlem community through the implementation of a cost effective health services delivery system at Metropolitan Hospital, more efficient management and administrative practices, and by obtaining increased revenue for Medicaid ineligible patients.
