Alternatives for Improved Personal Communications

The Working Paper presents a current overview of the current personal radio services (i.e., the General Mobile Radio Service (GMRS), the Citizens Band Radio Service and the Amateur Radio Service (ARS)). Restrictions in the General Mobile and Amateur Radio Services that may discourage personal use are identified and changes are recommended that may make these services more useful in satisfying the two-way communications need of the general public. Pending personal radio regulatory proposals are also summarized. Lastly, the author suggests five new proposals that could possibly enhance the availability of quality two-way personal communications. These include permitting personal use of Special Mobile Radio Systems (SMRS); permitting personal use of commercial systems on non-exclusive frequencies; allocating spectrum in the 900 MHz ISM band or the 1.215-1.300 GHz band for personal use; restructuring the ARS for more accessible personal operation; and, allocating 460 MHz spectrum from the Industrial Radio Services to the GMRS.
