The New Jersey Health Care Financing Administration Alcoholism Project was one of a six-state federally-sponsored alcoholism services demonstration. The purpose was to address the need for additional information regarding the cost-effectiveness and feasibility of reimbursing non-hospital alcoholism treatment agencies for services rendered to Medicare and Medicaid eligible clients. The methodology employed by New Jersey in this effort was that of a 4-year demonstration in which up to twenty-four participating treatment facilities, encompassing a total of forty five treatment services, were provided Medicare and Medicaid reimbursement for treatment of 725 Medicaid beneficiaries and 1342 Medicaid recipients. Alcoholism counselors played the major role in the treatment process. Findings indicated that the average health care monthly costs for Medicaid recipients, who participated in the demonstration were reduced from over three hundred dollars ($300) to less than fifty dollars ($50) within 2 years after entering treatment. Forty-four percent of Medicare participants were under 65 years of age, categorized as disabled. Over 25 percent of the Medicaid eligible clients were under 20 years of age.
