Policy Planning Environment for National Security Telecommunications. Final Report to the National Communications System

摘要

The final report of a two-year study on the policy planning environment for national security/emergency preparedness telecommunications to support critical, civil, leadership functions of government after disaster strikes. Assumptions of threat levels and of the structure and capabilities of the telecommunications industry circa year 2000 are presented in light of continuing deregulation and increasing competition in telecommunications. Issues covering the involvement of state and local emergency communications systems in the national planning for survivability, restoration, and reconstitution of national security telecommunications are considered, and recommendations made for their participation.
