Budget Simulation Model for West Coast Albacore Trollers

Private and public fisheries administrators require information about cost and earnings of fishing vessels when evaluating alternative investment opportunities, gauging the economic impacts on a fishery of proposed policy changes, and for assessing the effectiveness of existing fisheries policies. To extend the usefulness of cost and earnings survey data beyond the survey period, vessel budget (or fiscal) simulation models (budget simulators) can be constructed which typically specify vessel costs and revenues as functions of variables, the values of which are collected on an ongoing basis.
