An attitude survey by the Indian Health Service (IHS) assessed factors affecting the implementation of 'Indian preference' (preferentially treating those Indians who are qualified on the basis of health, age, character, knowledge, and ability when filling vacant positions in the IHS and Bureau of Indian Affairs). The study focused on IHS employee knowledge and understanding of Indian preference; needs and concerns of IHS employees regarding Indian preference, including employee perceptions of the effect of preference on their careers in the IHS; and employee perceptions of the effects of Indian preference on the delivery of health care and management of the IHS.
