The guidance was prepared by the Office of Solid Waste (OSW) in response to a requirement in Section 3004 (o) (7) of RCRA, which requires the Agency to publish 'guidance criteria' for identifying areas of vulnerable hydrogeology and to promulgate regulations specifying criteria for the acceptable location of new and existing RCRA facilities.
