Procurement Share versus Industry Share

The study tested the hypothesis that the disparity between the small firm Federal procurement share and the small firm share of total sales was the result of a mix of goods and services purchased by the Federal Government which is skewed toward large business. This factor alone does not account for the entire discrepancy. Small businesses still account for only two-thirds as much procurement as they contribute to sales, even after adjustment to reflect the mix of goods the Federal Government purchases.
