Role of Community Participation in Human Settlements Work

In addition to progressive self-help housing schemes (e.g., slum upgrading, site and service projects, and core housing) and support to cooperative credit institutions, methods by which the Agency for International Development (AID) promotes community, self-help, and private participation include socioeconomic surveys, self-help-aided construction, local manpower contributions to infrastructure projects, and provision of land titles to families in margine communities. The paper, presented at the Ninth Session of the U.N. Commission on Human Settlements, May 1986, details AID's human settlements development strategy and, upgrading projects in Honduras, Panama, and Sri Lanka; the provision of low-cost shelter through cooperative projects in Panama; an integrated urban development project in Quito, Ecuador. Lessons learned on encouraging the participation and developing the institutional and administrative capabilities of beneficiary communities are presented.
