Regional Science and Technology Centers of Excellence: A Proposal for Strengthening Research and Technology Transfer in the South

The report presents a plan for the creation of regional research centers and argues that their establishment would be an effective strategy for generating future jobs and improving the competitiveness of industries in the South. The report includes: a set of reasons why regional cooperation is beneficial; an analysis of factors to identify southern centers of excellence; organizational models of alternative mechanisms for regional cooperation; and strategies for implementing regional research centers.
