Contracting for Fixed-Route Transit Services in the Los Angeles Metropolitan Area: Case Study

The City of Los Angeles and the County of Los Angeles submitted a total of 20 local and commuter express routes for competitive procurement. This was done as an alternative to having the Southern California Rapid Transit District (SCRTD) continue providing these services or terminate services as a cost cutting measure. Based on a comparison of costs among the proposals received and SCRTD projected costs of 7.13 million, the City and the County would save 3.18 million (40 percent). The City estimated that a savings of 0.91 million (29 percent) over projected SCRTD costs could be realized by turning to private providers for services on 12 of their routes. The County estimated that a savings of 2.315 million (58 percent) over projected SCRTD costs could be realized by turning to private providers for services on 12 of their routes.
