Study of Insurance Alternatives for California Social Service Transportation Providers

The study evaluates the feasibility of various joint insurance alternatives for social service transportation providers in California. The study recommends the formation of a self-insurance pool to provide vehicle liability and physical damage insurance coverages to tax-exempt, non-profit agencies which perform health or human services. The pool would offer member agencies immediate and long-term savings, more stable insurance costs, greater availability of coverage, and greater control over related program services. The study provides recommendations about the proposed pool's operating plan, rates and premiums, and implementation steps and timing.
