Promoting Entrepreneurship in Dislocated Communities

The report explores the nature of entrepreneurship in its larger context. It treats of the 'entrepreneurial culture', where entrepreneurs come from, and the role of entrepreneurship in non-commercial ways such as in nonprofit social services and development. It points out that displacement from a job can be a push toward becoming an entrepreneur. On the other hand, in a community long dependent upon a single employer and in a community demoralized by significant job losses, special efforts may be required to establish the entrepreneurial spirit. The report contains case studies from Europe and the United States and a chapter on program options.
