Practical Techniques and Uses of Evaluation in the State CDBG (Community Development Block Grant) Program

The Evaluation Manual has been developed to serve the needs and interests identified from an analysis of State government evaluation activities. According to a 1984 survey conducted by The Forum, States are interested in pragmatic evaluation that serves their policy and program needs in an efficient, cost-effective manner. There is virtually no interest in theoretical or academic approaches to evaluation.
