ADP (Automated Data Processing) Procurements: Food and Drug Administration Circumvented Procurement Regulations

The report reviews allegations of improper computer procurements at the Food and Drug Administration (FDA). According to FDA employees, procurements for FDA's Import Data System, a major automation initiative, and its office automation project, were split into smaller procurements to keep the dollar amounts and equipment quantities below thresholds specified in the Federal Information Resources Management Regulations (FIRMR) and the Department of Health and Human Services' (HHS) procurement guidelines. In the report the GAO (1) reviews the allegations and determines if federal procurement regulations have been circumvented and (2) describes any corrective actions being taken by FDA.
